Do most cops give Seat Belt tickets just to make money off of people or do they genuinely care about you?

I'm a young college female who got a no seat belt ticket from a cop. Was this likely because he wanted to make money off me, a civilian for the government, or could it be that he did sincerely care for my safety? Do some of you cops here sincerely care about a person's safety when you give seat belt tickets or is it just following protocol to fulfill quotas?
Why should the cops care whether I wear a seat belt or not? Is not wearing a seat belt a crime?

One time I when I was 19 I was racing a motorcycle, in a group of people. There was a cop in a corvette racing with us. He called in a chopper, and we pulled over. There were no police cruisers in sight, but I dismounted and waited. Three cop cars pulled up, 5 men got out. With no words said, they rushed toward me, knocked over my bike and beat me up. I was complaining of this in public, and a man who said he was a retired police officer gave the same explanation that Weapon_3 gave. He said he figured the cops would prefer kicking me in the head to peeling me off the road and notifying my parents. So some may be concerned for our safety... to the point of kicking our heads.

My reaction to that, If you are one of the "good cops" listen carefully:

Who the phuck are you to keep me safe? If I dont want to wear a seatbelt, or want to wear ten, and my decision harms noone, where the hell do you come off punishing me for my own good? To do so is an affront to my rights and the One who endowed me with them.

Now that thats out of the way, we can address the heart of the matter.
There is a simple reason for the existance of the seatbelt law, and most road laws. Since it has become the law that every motorist must have insurance (the result of insurance lobbying) we are all affected by insurance cost. Insurers want to pay as little as possible in accident claims. If we all drive well maintained vehicles at half the speed we could, wear bubble wrap, dont use the phone or drink, itll save them money. They package this to voters as safety issues, and cite that safer roads will lower liability insurance cost. Then the gov can make money enforcing these ludacris policies. Everyone wins- except you.

Dont get me wrong, I am not advocating a "Death Race" style freeway. I just trust that most adults have enough rationality and self preservation impetus to conduct themselves safely when left to their own devices. We dont need babysitters with badges to take our money for being naughty.

I do advocate tougher liscensing reqs, more driver training, and sterner punishments for violating someone elses rights on the road. But punish the harm, not the "risky" action.
