Can I use moment of inertia in an expandable balancing device to achieve the balancing of a building?
Building consists of a vertical structural grid and a balancing device, instead of cantilevers, with the ability to distance itself from the building's centre of mass, thus increasing its moment of inertia. I argue that any additional loads applied to the building can be cancelled out by the increase of the balancing device's moment of inertia and by taking advantage of its potential kinetic energy. True or False?
