Cap the collector mission is the 2nd last mission of GTA VC. Also it appears at Print Works.

You have not completed all asset missions -
1. Sunshine Autos Import Garage - http://gta.wikia.com/Sunshine_Autos_Import_Garage
2. Phil Cassidy - http://gta.wikia.com/Gun_Runner and http://gta.wikia.com/Boomshine_Saigon
3. Also, have u completed all Diaz mansion missions? If yes, then do the missions stated above.
